Willard Bridge Bids Look Good

The lowest of the four bids Shawnee County received from construction companies interested in contracting to replace the Willard Bridge was more than $4 million less than the county budgeted for that purpose, county officials learned Friday.
“We’re very encouraged by the bids,” said County Commission Chairman Kevin Cook.
Commissioners Cook and Shelly Buhler were among those on hand Friday for the opening of the bid documents at the commission chambers in the county courthouse, Cook said.
Commissioners learned the low bid of $16,028,555.93 was submitted by Atlantic, Iowa-based A.M. Cohron & Son Inc.
That was more than $4 million less than the $20,035,000 construction budget commissioners approved last month as part of an overall $24,704,672 budget for the bridge replacement project. The contractor that builds the new bridge will be responsible for removing the current one, county public works director Tom Vlach told commissioners last month.
A document Cook provided The Topeka Capital-Journal on Friday indicated the county also received bids of $20,078,395.66 from Johnston, Iowa-based United Contractors Inc.; $21,168,822.90 from Des Moines-based Jensen Construction Co.; and $22,126,691.39 from Kansas City, Mo.-based Clarkson Construction Co.
Cook said a county bid selection committee will review the bids — as well as the qualifications of the bidders — and provide commissioners a recommendation on which bid to accept.
“We’re very pleased to see that there are multiple bids and opportunities for us and we look forward to commencing the project,” he said.
The county plans to start work next month on the project. The current bridge would remain in operation for most of the time the new bridge is being built, then would close in the fall of 2017, Vlach told commissioners last month. He said he anticipated the new bridge would be completed by Dec. 22, 2017.
Some uncertainty remains regarding what sources will provide financing for the project, and in what amounts.
The Willard Bridge is located along the county’s western boundary on N.W. Carlson Road, about 2.7 miles north of Interstate 70. It was built in 1955 and widened in 1983. The bridge is the same type as the Interstate 35 bridge in Minneapolis that collapsed in 2007, killing 13 people and injuring 145.
Public concern over the Willard Bridge’s condition increased in 2009 when the commission approved a list of priority transportation needs, which said that if one of the bridge’s eight steel pins failed, it would collapse without warning. The bridge continues to be inspected regularly to ensure it remains safe.

KCFA All-State Team


Rossville senior quarterback Tucker Horak and Hayden senior linebacker Brooks Peavler were each named to the Kansas Football Coaches Association’s Top 11 All-State team, both earning All-Class honors as well.
Horak was selected after a record-breaking season in which he became the first Kansas player to ever rush and throw for more than 2,000 yards in the same season, leading Rossville to its second straight undefeated Class 3A state title. Peavler led Hayden to a 10-2 season and the Class 4A Division I state semifinals, topping the Wildcats in tackles.
Class 3A state champion Rossville had three All-Class picks — Horak, receiver Christian Roduner and offensive lineman Gabe Marney. Bulldawg coach Derick Hammes was the 3A coach of the year.
To be eligible for selection to the KFBCA teams players had to be seniors and their coach must be a member of the association.

Hill and Davoren Make List

    Rossville High had two athletes as candidates for the Capital Journal Area Athlete Of The Week.
    Kole Davoren made the list  because of his victory in the 220 lb. class at the Eudora Tournament Of Champions.
    Amanda Hill was MVP at the Fighting Irish Classic at Chapman last week and averaged 23.7 points per game over three games.

For as long as he could read, Tucker Horak has thumbed through the pages of Sports Illustrated, marvelling at the athletic accomplishments documented in the magazine.
Not once, however, did he ever imagine that one day he would be staring at his own face in the magazine.
Yet when last week’s issue hit the newsstands, there Horak was, on page 30, in the Faces in the Crowd feature, accompanied by documentation of his record-setting senior football season, when he led Rossville to its second straight undefeated Class 3A state title.
“It never really crossed my mind I’d be in it,” Horak said. “It’s pretty cool, just to have my name in there with all of the big-timers. I couldn’t be more thankful.”
Horak becomes the second Shawnee County athlete to be featured in Sports Illustrated’s Faces in the Crowd in the past two months. In the Nov. 16 issue, Hayden freshman Brooklyn Hunter was recognized by the magazine after capturing a state tennis title and helping the Wildcat volleyball team to a state title in the fall.
Horak’s senior season certainly merited the selection.
In addition to leading Rossville to its second straight state championship, scoring three touchdowns in the title game — including a 65-yard fumble return for the game-winning score in the fourth quarter of a 20-19 win over Wichita Collegiate — Horak blazed a trail into the state record book on his way to his second All-State selection by The Capital-Journal.
The 5-foot-10 senior became the first player in state history to rush and throw for 2,000 yards in the same season, finishing with 2,859 yards and 47 touchdowns rushing and 2,070 yards and 30 touchdowns passing. He averaged 15.4 yards per carry and completed 79.2 percent of his passes as a senior. In his career, he ran for 6,944 yards and threw for 5,510 yards, and his 12,454 yards of total offense ranks No. 6 all-time in the nation.
“Receiving an honor from Sports Illustrated brings perspective to how great of a career Tucker had,” Rossville coach Derick Hammes said. “Not only was he one of the best to play in Kansas, but his career was noteworthy on a national level as well. Tucker is very deserving of all the recognition he has received.”
Former St. Marys coach Bill Teeter, who serves as a substitute teacher for the Kaw Valley school district, approached Hammes about submitting Horak’s name for consideration. Last week, Horak and the school learned he would be in the Dec. 14 issue, which has Clemson quarterback Deshaun Watson on the cover and is on newsstands now.
“It’s just really nice to get our name out there and for people to get to hear about our hometown a little bit,” Horak said.
